In international health classification, burnout was recognized as an occupational phenomenon associated with work (ICD-11), without replacing clinical diagnoses made by a physician. Moral harassment describes repeated conduct of belittling, isolation, or sabotage of performance in the workplace, often anchored in power asymmetry. For SESMT, both phenomena require distinct response layers: the RMP and NR-1 address risk and organizational controls; PCMSO and clinical care address the person; compliance and legal address disciplinary process and possible wrongdoing. Mixing everything in the same “HR folder” without method invites litigation and re-victimization. This text guides risk mapping and governance, and does not replace legal counsel or expert opinion.

Burnout, in popular use, became a label for any fatigue. In serious occupational context, exhaustion due to chronic emotional load linked to work is discussed, often associated with high demand, low autonomy, and little social support in the organization — dimensions used in international literature and research instruments. Medical diagnosis follows clinical criteria; the RMP does not “diagnose,” but records exposure and measures.

Moral harassment, in Brazilian labor relations literature and inspection experience, usually involves repeated conduct that degrades the environment or isolates the victim. The boundary between tough management and abuse is legal and factual; SESMT helps by documenting patterns (witnesses, operational email exchanges, impossible goals documented in systems, shouting on the production line with internal witness records) always with whistleblower protection and due process for the accused.

Moral harassment: occupational and conduct risk

In the RMP, harassment can be treated as a psychosocial risk scenario with high severity when there is localized turnover history, medical leave in the same team, or a spike in complaints. In parallel, the company needs an investigation procedure with confidentiality, impartiality, and deadline. Retaliation against reporters is a cultural and legal aggravating factor.

RMP inventory: evidence sources

Typical sources include: absenteeism by department and role; anonymous survey data (sample, stratification by shift and contract type); in-depth interviews with leaders and field safety; labor complaint and liability indicators; ethics channel (volume and typology when aggregated). Avoid inventing “probability” without recording how you calculated it. LGPD requires legal basis, minimization, and access governance — HR must not use individual survey responses as performance ratings.

Control hierarchy applied to management behavior

Eliminating risk, in practice, may mean removing a leader with corroborated abuse history, redesigning impossible goals, or reorganizing shifts to stop structural overload. “Resilience training” for the worker without changing load remains a weak and politically contested measure. Code of ethics without consequence for repeat violators is dead paper.

PCMSO, referral, and limits

PCMSO (NR-7) organizes surveillance and clinical referral; it does not authorize exposing sensitive data in a production meeting. Interface with mental health policy through health plan or CAPS must be clear. The company does not replace individual treatment.

Complaint channel, LGPD, and union

The channel must have triage SLA, trained team, and escalation for sexual harassment or violence cases. Collective agreements may create joint committees or reinforce confidentiality. Transparency with CIPA, where applicable, on aggregated statistics improves trust without violating promised anonymity.

Logistics, retail, and call center

In distribution centers, the combination of productivity goals, WMS-paced work, and aggressive metric-driven management creates fertile ground for burnout when there is no real rotation of critical functions and effective breaks. In retail, customer service under remote supervision and quality score opens space for veiled harassment conduct (“you do not deserve the bonus”). In telemarketing, TMA accumulation and screen monitoring require clear agreement on surveillance limits and psychological break. The RMP must name target sectors and reassessment triggers when there is headcount restructuring or change of BPO vendor.

Integration with certifications and corporate transactions

In merger or acquisition due diligence, the buyer often requests leave rates, labor complaint history, and ethics channel policies. An RMP that mentions harassment in only one generic line does not sustain serious compliance questions. Companies certified in ISO 45001 or aligned with ISO 45003 (guidance on psychological stress management) must avoid documents that contradict worker participation audits: if the internal audit report shows a climate of fear in interviews and the RMP classifies psychosocial risk as low without explaining the gap, there is a governance material weakness.

Does burnout lead to employee termination for cause?

Strictly a legal question; there is no single answer outside the process.

Does survey replace union listening?
